Yiota Souras is Chief Legal Officer for the National Center for Missing & Exploited Children (NCMEC). As CLO, Ms. Souras manages the legal operations relating to NCMEC’s unique nonprofit mission to help find missing children, reduce child sexual exploitation, and prevent child victimization. She also oversees NCMEC’s federal and state legislative and policy advocacy relating to child protection issues. Ms. Souras provides technical assistance and expertise on criminal and civil legal issues and policy matters relating to online child sexual exploitation—including crimes involving child sexual abuse material and child sex trafficking—to congressional and state legislative staff, prosecutors and defense counsel, private attorneys representing children who have been victimized, technology companies, and non-governmental organizations.

Ms. Souras testifies before Congress and speaks frequently on panels and to the media on issues relating to online child sexual exploitation, child sex trafficking, online content moderation, the impact of newly emerging technologies such as generative artificial intelligence on child safety, and encryption and data privacy issues. She also leads NCMEC’s lobbying efforts aimed at combating child sexual exploitation and providing increased remedies and support services for victims of sexual exploitation.

Ms. Souras received a B.A. in History from The Johns Hopkins University and a J.D. from Fordham University School of Law.
