Julissa is a distinguished national and international anti-trafficking and worker rights consultant. With lived experience of labor exploitation, she brings a deep understanding of the intersections of various forms of trauma. Her career reflects a strong commitment to promoting equity and justice for underserved and unserved populations.

With over a decade of experience as a case manager in multiple NGOs, Julissa has worked closely with survivors, offering direct support and advocacy. She also served as a Training and Technical Assistance provider for a national housing project. Since entering the anti-trafficking sector in 2016, her work has focused on labor trafficking identification and education, survivor engagement, Diversity, Equity, Inclusion, and Justice (DEIJ), and the development of robust standards of care.

Julissa has consulted for numerous government agencies and international organizations, contributing her expertise to advance meaningful change. She currently serves in advisory and consulting roles with the Department of Transportation, Department of Labor, Department of State, and others. She is also active in the United Nations Network on Migration and serves on advisory boards for USCRI’s Trafficking Victim Assistance Program (TVAP), Aspire: The National Survivor Network, and the University of Nebraska Omaha.

Her previous collaborations include work with Polaris, Framework TA, United Against Slavery, NHTTAC, and Freedom Network USA.
