Ambassador John Cotton Richmond

John Cotton Richmond is one of the nation’s leading experts on human trafficking. He currently serves as President of the Libertas Council, a nonprofit dedicated to advancing human dignity and freedom, and as Chief Impact Officer at Atlas Free, an organization supporting frontline efforts to end human trafficking worldwide.

Previously, he served as the United States Ambassador-at-Large to Monitor and Combat Trafficking in Persons. Unanimously confirmed by the U.S. Senate in 2018, he led the U.S. Department of State’s Office to Monitor and Combat Trafficking in Persons, overseeing global diplomatic engagement and coordinating U.S. government efforts.

Before his ambassadorship, he co-founded the Human Trafficking Institute, which equips criminal justice systems to stop traffickers through victim-centered, trauma-informed strategies.

Ambassador Richmond also served for more than a decade as a federal prosecutor in the U.S. Department of Justice’s Human Trafficking Prosecution Unit, leading landmark labor and sex trafficking cases across the country. His work earned multiple honors, including the DOJ’s Special Commendation Award and the DHS Outstanding Investigative Accomplishments in Human Trafficking Award.

Earlier in his career, he directed anti-slavery programs in India with International Justice Mission and served as an expert for the United Nations Working Group on Trafficking in Persons.

He has taught Human Trafficking Law and Policy at Pepperdine and Vanderbilt University Law Schools. He holds a B.A. from the University of Mary Washington and a J.D. from Wake Forest University School of Law.
