Bella Hounakey is a Program Manager for the Administration for Children and Families (ACF) under the Office of Refugee Resettlement (ORR), an agency of the U.S. Department of Health and Human Services. Prior to her role at ORR, Bella served as an Asylum Officer with the U.S. Department of Homeland Security. She brings extensive international development experience, with a focus on grassroots interventions, as well as U.S. Cabinet-level, multilateral, and policy work.

Bella has testified before the U.S. Congress, including the House Foreign Affairs Subcommittee on Oversight and Accountability, addressing the impact of human trafficking and the critical role of survivor engagement and leadership. She has also spoken before the UK Parliament and the 45th President of the United States.

Ms. Hounakey holds a Master’s and Bachelor’s degree from Western Michigan University.
